Idaho Vehicle Bill of Sale Overview

Private vehicle sales in Idaho benefit from one of the more straightforward processes in the country. The Gem State charges a flat 6% sales tax with no additional local or county taxes on vehicle purchases, making it easy to calculate your total cost upfront. The bill of sale is the primary document used to establish the sale price and record the details of the transaction between buyer and seller.

The Idaho Transportation Department (ITD) oversees vehicle titling and registration statewide, but the actual processing happens at the county assessor's motor vehicle office. Idaho has 44 counties, and each county assessor handles title transfers, registration, and tax collection. Whether you are buying a truck in Boise or a sedan in Idaho Falls, the same statewide requirements apply.

Idaho does not require notarization of the bill of sale or the title assignment for standard private party sales. Emissions testing is limited to Ada County (the Boise metro area), so most Idaho residents will not need to worry about an emissions certificate. Registration fees are based on the age of the vehicle rather than its value, keeping costs predictable for buyers of older vehicles.

Idaho ITD Requirements

The Idaho Transportation Department sets the statewide rules for vehicle transfers. Here is what both parties need to prepare for a smooth transaction at the county assessor's office:

Important: Idaho's 30-Day Transfer Deadline

Idaho law requires the buyer to apply for a title transfer within 30 days of the purchase date. Failing to meet this deadline can result in late penalties. The date recorded on your bill of sale starts the 30-day clock, so visit the county assessor's office promptly after the purchase.

What the Seller Must Provide

  • Signed Vehicle Title: The seller must sign the title assignment and complete the buyer's name, sale date, sale price, and odometer reading
  • Bill of Sale: A completed bill of sale with buyer/seller information, vehicle details, VIN, sale price, date, and both signatures
  • Odometer Disclosure: Federal requirement — mileage must be recorded accurately on the title or a separate form
  • Lien Release: If the vehicle had financing, a lien release letter from the lender is required

What the Buyer Must Bring to the County Assessor

  • Signed Title: With the seller's signature and all required fields filled in
  • Bill of Sale: Signed by both buyer and seller
  • Valid Photo ID: Idaho driver's license or state-issued identification card
  • Proof of Insurance: Idaho minimum liability coverage ($25,000/$50,000/$15,000)
  • Emissions Certificate: Required only if registering in Ada County (Boise metro)
  • Payment: Title fee ($14), age-based registration ($24-$69), and 6% sales tax

How to Fill Out an Idaho Vehicle Bill of Sale

Use these steps to complete your Idaho vehicle bill of sale accurately. Our template covers every field the county assessor needs to process the transfer without delay.

1

Enter Seller Information

Write the seller's full legal name exactly as it appears on the Idaho vehicle title. Include the current mailing address and phone number. When the title lists two owners joined by "and," both must sign the bill of sale and title. If joined by "or," either owner may complete the sale on their own.

2

Enter Buyer Information

Provide the buyer's full legal name exactly as it should appear on the new Idaho title, residential address, and phone number. The county where the buyer lives determines which assessor's office handles the transfer and whether emissions testing applies (Ada County only).

3

Describe the Vehicle

Record the year, make, model, body type, and exterior color. Locate the 17-character VIN on the dashboard plate visible through the windshield or on the driver's side door jamb. Double-check that the VIN on the vehicle matches the title — a mismatch will prevent the county assessor from processing the transfer.

4

Record the Odometer Reading

Document the exact odometer mileage at the time of sale and indicate whether the reading is accurate, exceeds the instrument's mechanical limits, or does not represent actual mileage. This is a federal requirement under NHTSA regulations. Vehicles that are 20 years old or older and those over 16,000 lbs GVWR may be exempt.

5

State the Sale Price

Enter the agreed purchase price in both numbers and words. Idaho's county assessor will calculate the 6% sales tax based on this figure. If the vehicle is a gift, write "$0 — Gift" and note that Idaho may still assess tax on the vehicle's fair market value for non-family gift transfers.

6

Sign and Date

Both the buyer and seller must sign and date the bill of sale. Print two copies so each party retains one. Idaho does not require notarization, so signatures can be completed anywhere. The buyer should take all documents to the county assessor's motor vehicle office within 30 days of the sale date.

Idaho Title Transfer Process

Once the sale is complete, the buyer must visit the county assessor's motor vehicle office in the county where they reside. Idaho's 44 county assessors all follow the same ITD guidelines for processing title transfers.

1

Complete the Sale

Sign the bill of sale, assign the title, exchange payment and keys
