Wyoming Vehicle Bill of Sale Overview
Wyoming stands out as one of the most affordable states in the country for vehicle ownership. With a 4% state sales tax — one of the lowest nationally — no state income tax, and no emissions testing requirements, the Cowboy State keeps the cost and complexity of buying a vehicle to a minimum. Private party vehicle transactions are straightforward, and most buyers can complete the entire process in a single trip to the county clerk's office.
Unlike states with centralized DMV systems, Wyoming handles vehicle titles and registrations through county clerks and county treasurers. The Wyoming Department of Transportation oversees statewide motor vehicle policies, but the day-to-day paperwork happens at your local county office. With only 23 counties and a small population, wait times at these offices tend to be significantly shorter than in more populated states.
One unique aspect of Wyoming vehicle registration is that fees are based on the vehicle's original factory price and decline with the vehicle's age. This means newer, more expensive vehicles cost more to register, while older vehicles enjoy lower annual fees. Wyoming also does not require notarization of the bill of sale or title, keeping the process simple.

Wyoming DOT Requirements
Wyoming's vehicle transfer process is handled at the county level. Here's what you need to know to complete a private party vehicle sale in the Cowboy State:
Important: Use Tax for Out-of-State Purchases
If you purchase a vehicle outside Wyoming and bring it into the state, you owe use tax equal to the sales tax rate (4% state + local). Wyoming provides credit for taxes paid to other states, so you'll only owe the difference. Report the purchase at your county clerk's office when titling the vehicle.
What the Seller Must Provide
- Signed Vehicle Title: The seller must sign the title and complete the assignment section with the buyer's name, sale date, price, and odometer reading
- Bill of Sale: A completed bill of sale documenting the sale price, vehicle details, VIN, and contact information for both parties
- Odometer Disclosure: Federal requirement — mileage must be documented on the title or separate disclosure form
- Lien Release: If the title shows a lienholder, the seller must provide documentation showing the lien has been satisfied
What the Buyer Must Bring to the County Clerk
- Signed Title: With seller's signature and all assignment fields completed
- Bill of Sale: Signed by both parties, showing the actual purchase price
- Valid Photo ID: Wyoming driver's license or state ID
- Proof of Insurance: Wyoming minimum liability coverage ($25,000/$50,000/$20,000)
- Payment: Title fee ($15), registration (based on vehicle value/age), and 4-6% sales tax
How to Fill Out a Wyoming Vehicle Bill of Sale
Follow these steps to properly complete your Wyoming vehicle bill of sale. Wyoming keeps the process simple — no notarization or special forms are required beyond the title and bill of sale.
Enter Seller Information
Write the seller's full legal name as it appears on the Wyoming title, their current mailing address, and a contact phone number. If the title lists two owners, check whether the conjunction reads "and" (both must sign) or "or" (either can sign individually).
Enter Buyer Information
Record the buyer's full legal name exactly as it should appear on the new Wyoming title, along with their current address and phone number. The buyer's county of residence determines which county clerk's office will handle the transfer and what local tax rate applies.
Describe the Vehicle
Enter the vehicle's year, make, model, body style, and color. Carefully copy the full 17-character VIN from the dashboard plate or the driver's side door jamb. Verify the VIN matches what appears on the title — the county clerk will compare these during processing and reject the transfer if they don't match.
Record the Odometer Reading
Write the current odometer mileage at the time of sale. Indicate whether the reading is accurate, exceeds the mechanical odometer limits, or does not represent the actual vehicle mileage. This is a federal requirement under NHTSA regulations. Vehicles 20 model years or older and those with a GVWR over 16,000 lbs may be exempt from this disclosure.
State the Sale Price
Enter the agreed purchase price in both numerical and written form. The county clerk uses this amount to calculate the 4-6% sales tax (state + local). For gift transfers, write "$0 — Gift" and indicate the relationship between parties. Wyoming may still assess tax based on fair market value for transfers that appear to be below market price.
Sign and Date
Both the buyer and seller must sign and date the bill of sale. Wyoming does not require notarization. Print at least two copies — one for each party. The buyer should take the signed bill of sale and title to their county clerk's or county treasurer's office to complete the title transfer and obtain new registration.
Wyoming Title Transfer Process
After completing the sale, the buyer visits the county clerk's or county treasurer's office in their county of residence. Wyoming's small population means these offices typically have shorter wait times than DMVs in more populated states.
