The Pennsylvania Department of Transportation (PennDOT) oversees all motor vehicle titling and registration in the commonwealth. Pennsylvania is one of the few states that requires both an annual safety inspection and an annual emissions inspection for all registered vehicles, adding an extra layer of buyer responsibility after purchase.

The state sales tax of 6% applies to all private party vehicle sales, with Allegheny County (Pittsburgh) charging 7% and Philadelphia charging 8%. Important: Notarization Is Mandatory for Title Transfer

Pennsylvania requires that the title assignment be notarized before PennDOT will process a transfer. Both buyer and seller must sign the title in front of an authorized notary. You cannot simply mail in a signed title — the notary verifies identities and witnesses the signatures. Plan to visit a notary or PennDOT messenger service together, or use separate notarized power of attorney forms.

What the Seller Must Provide

  • Signed Vehicle Title: Complete the assignment section on the back of the title with the buyer's name, sale date, sale price, and odometer reading
  • Bill of Sale: A completed bill of sale documenting both parties, vehicle details, VIN, sale price, date, and signatures
  • Odometer Disclosure: Federal requirement — mileage and accuracy statement recorded on the title or separate form
  • Lien Release: If the vehicle had a loan, a lien release or satisfaction letter from the lender
  • Valid Photo ID: Pennsylvania driver's license or state-issued ID for notarization

Provide the seller's full legal name exactly as it appears on the Pennsylvania title certificate, current mailing address, and daytime phone number. If the title lists co-owners connected by "and," both must sign. If connected by "or," either party can complete the transfer alone.

Fill in the buyer's full legal name as it should appear on the new title, current Pennsylvania address, and contact information. The buyer's county of residence determines whether the 6%, 7% (Allegheny), or 8% (Philadelphia) sales tax rate applies.

Describe the Vehicle

Record the year, make, model, body style, and color. Enter the full 17-character VIN from the dashboard plate or driver's side door jamb. Cross-check the VIN against the title to catch any discrepancies — PennDOT will reject a transfer if the VIN does not match exactly.

Record the Odometer Reading

Document the current odometer mileage and indicate whether the reading is accurate, exceeds mechanical limits, or does not reflect actual mileage. This is a federal requirement under NHTSA regulations. Vehicles with a model year 20 years old or older or a GVWR over 16,000 lbs may be exempt.

State the Sale Price

Enter the agreed purchase price in both numerals and written words. PennDOT uses this figure on Form MV-4ST to calculate the 6-8% sales tax. If the vehicle is a gift, write "$0 — Gift" and note the relationship between parties. Pennsylvania may assess tax on fair market value for gift transfers between unrelated individuals.

Sign, Date, and Notarize

Both parties must sign and date the bill of sale. Print at least two copies. Then visit an authorized Pennsylvania notary to sign the title assignment — the notary will witness signatures and can process Form MV-4ST and collect taxes and fees on the spot. Complete this within 20 days of the sale date.
