Missouri Vehicle Bill of Sale Overview

When buying or selling a vehicle through a private party transaction in Missouri, a bill of sale is an essential document. The Missouri Department of Revenue (DOR) oversees motor vehicle titling and registration throughout the state. The bill of sale is used to verify the sale price for tax calculation and serves as the legal record of the transaction for both the buyer and seller.

Missouri has several distinctive requirements that set it apart from other states. The title assignment must be notarized before the transfer can be processed. A statewide safety inspection is required for all vehicles being registered, and emissions testing is mandatory in the St. Louis and Kansas City metropolitan areas. Missouri is also one of the few states that calculates registration fees based on the vehicle's taxable horsepower rather than weight or value.

The state's sales tax structure includes a 4.225% base rate plus local taxes that vary widely — total rates can range from about 5% to 10% depending on the county and municipality. Missouri gives buyers 30 days to complete the title transfer, which is more generous than many states but still requires timely action to avoid late penalties.

Missouri DOR Requirements

The Missouri Department of Revenue establishes the rules for vehicle title transfers. All transactions are processed at local license offices. Here's what you need to know.

Important: Safety Inspection Required Statewide

Missouri requires a vehicle safety inspection for all vehicles being titled and registered. The inspection must be completed at a state-authorized inspection station and is valid for 60 days. If you are in the St. Louis or Kansas City metro area, you will also need an emissions inspection. Plan to get these inspections before visiting the license office.

What the Seller Must Provide

  • Signed and Notarized Title: The seller must sign the title assignment and have the signature notarized — this is required in Missouri for all title transfers
  • Bill of Sale: A completed bill of sale with buyer/seller details, vehicle information, VIN, sale price, date, and both signatures
  • Odometer Disclosure: Federal requirement for vehicles under 20 years old — disclose exact mileage and accuracy on the title
  • Lien Release: If a lender held a lien on the vehicle, a signed release from the lienholder is required

What the Buyer Must Bring to the License Office

  • Notarized Title: With the seller's notarized signature and all fields completed
  • Bill of Sale: Signed by both buyer and seller
  • Safety Inspection: A passed Missouri safety inspection certificate (valid for 60 days)
  • Emissions Inspection: Required only if registering in St. Louis or Kansas City metro counties
  • Valid Photo ID: Missouri driver's license or state ID
  • Proof of Insurance: Missouri minimum liability coverage ($25,000/$50,000/$25,000)
  • Payment: Title fee ($8.50), registration (based on horsepower), and sales tax (4.225% state + local)

How to Fill Out a Missouri Vehicle Bill of Sale

Follow these steps to complete your Missouri vehicle bill of sale. Our template guides you through each field to ensure your document is ready for the license office.

1

Enter Seller Information

Provide the seller's full legal name as it appears on the Missouri vehicle title, current mailing address, and phone number. If the title shows joint owners connected by "and," both must sign. If connected by "or," either owner may sign independently. The seller's signature on the title must be notarized.

2

Enter Buyer Information

Include the buyer's full legal name exactly as it should appear on the new Missouri title, current address, and phone number. Your county of residence determines the local tax rate applied to the purchase and whether emissions testing is required.

3

Describe the Vehicle

Enter the year, make, model, body style, and color. Copy the full 17-character VIN from the vehicle's dashboard plate or driver's door jamb sticker. Verify the VIN matches the title exactly — the license office will reject any transfer with a VIN discrepancy. Include the license plate number if available.

4

Record the Odometer Reading

Document the current odometer mileage at the time of sale and indicate whether the reading is accurate, has exceeded mechanical limits, or does not reflect actual mileage. This is a federal requirement under NHTSA regulations. Vehicles 20 model years or older and those over 16,000 lbs GVWR are exempt.

5

State the Sale Price

Enter the agreed purchase price in both numbers and words. Missouri's sales tax (4.225% state + local rates) is calculated based on this price. The total tax rate varies significantly by location. For gift transfers between immediate family, write "$0 — Gift" and ask the license office about applicable exemptions.

6

Sign and Date

Both the buyer and seller must sign and date the bill of sale. Print at least two copies — one for each party. Remember that the title assignment must be separately notarized. The buyer should get the safety inspection (and emissions inspection if applicable) and take all documents to a Missouri license office within 30 days.
