Important: Oklahoma's 30-Day Rule
Oklahoma requires the buyer to transfer the title within 30 days of the purchase date. After 30 days, a penalty of $1 per day is assessed for each day the transfer is late. The date on your bill of sale starts this clock, so visit a tag agent promptly after completing the purchase. The seller should also report the sale to Service Oklahoma to avoid future liability.
What the Seller Must Provide
- Signed Vehicle Title: The seller must sign the title and complete the buyer's name, sale date, sale price, and odometer reading — notarization is required
- Bill of Sale: A completed bill of sale with full buyer/seller information, vehicle description, VIN, price, date, and both signatures
- Odometer Disclosure: Federal requirement for vehicles under 20 years old — must be recorded on the title or a separate disclosure form
- Lien Release: If the vehicle had a loan, the lender's lien release must be provided with the title

Enter Seller Information
Write the seller's full legal name as it appears on the current Oklahoma vehicle title, their mailing address, and contact number. If the title shows two names connected by "and," both individuals must participate in the sale. If connected by "or," either one can complete the transaction.

Record the buyer's full legal name exactly as it should appear on the new Oklahoma title, current address, and phone number. This information is used by the tag agent to issue the new title and registration in the buyer's name.
Describe the Vehicle
Record the year, make, model, body style, and exterior color. Copy the complete 17-character VIN from the vehicle's dashboard plate or driver's door jamb. Verify the VIN matches the title exactly — tag agents will reject the transfer if there is any discrepancy.
Record the Odometer Reading
Write the current odometer mileage at the time of sale and indicate whether it is accurate, exceeds the mechanical limit, or does not reflect actual mileage. This is a federal requirement under NHTSA regulations. Vehicles 20 years old or older and those over 16,000 lbs GVWR may be exempt.
State the Sale Price
Enter the agreed purchase price in both numerical and written form. The tag agent calculates the 1.25% excise tax based on this amount. For gift transfers, write "$0 — Gift," but note that Oklahoma may still assess excise tax on the vehicle's fair market value if the stated price appears significantly below market.
Sign and Date
Both buyer and seller must sign and date the bill of sale. Print at least two copies — one for each party. The title must also be signed and notarized separately. Many Oklahoma tag agents offer notary services, so you can handle the title notarization and transfer in one visit.
