Kentucky gives you only 15 days to transfer the title — one of the shortest deadlines in the U.S. Also be aware that the 6% usage tax is based on the purchase price or the NADA trade-in value, whichever is greater. Even if you got a bargain, you might owe tax on the higher book value.

What the Seller Must Provide

  • Signed & Notarized Title: Complete the title assignment with the buyer's name, sale date, price, and odometer reading, then have it notarized
  • Bill of Sale: A complete bill of sale with both parties' information, vehicle details, VIN, purchase price, date, and signatures
  • Odometer Disclosure: Federal requirement — state the mileage and its accuracy on the title or a separate disclosure form
  • Lien Release: If a lien exists on the vehicle, a release from the lienholder is required before transfer

What the Buyer Needs at the County Clerk

Document the exact odometer mileage at the time of sale. Indicate whether the reading is accurate, exceeds the odometer's mechanical limits, or does not represent actual mileage. This is a federal requirement under NHTSA regulations. Vehicles 20 years old or older and those over 16,000 lbs GVWR are exempt.

State the Sale Price

Enter the purchase price in both numbers and words. Keep in mind that Kentucky calculates the 6% usage tax on the sale price or the NADA trade-in value, whichever is greater. For gifts, write "$0 — Gift" and understand that the county clerk may still assess tax based on the NADA value unless a family exemption applies.
