Selling or buying a vehicle in Colorado involves more than just handing over the keys. While the state doesn't have a single mandatory bill of sale form, the Colorado DMV strongly recommends documenting every private party transaction with one. The bill of sale is used by the county clerk and recorder's office to verify the sale price when calculating state and local sales tax — and in Colorado, the combined tax rate can vary dramatically depending on your location.
Colorado's vehicle tax structure is unique. Beyond the one-time sales tax, buyers are subject to an annual ownership tax that replaces what other states call personal property tax. This ownership tax is based on the vehicle's original MSRP and decreases each year. Additionally, eight Front Range counties require vehicles to pass an emissions inspection through the Air Care Colorado program before registration can be completed.

Important: Front Range Emissions Requirement
If you're registering a vehicle in Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, Jefferson, or parts of Larimer and Weld counties, the vehicle must pass an emissions test before registration. Plan ahead — testing stations can be busy, especially toward the end of the month.

- Signed Vehicle Title: Complete the assignment section on the back of the title with the buyer's name, sale price, date, and odometer reading
- Bill of Sale: A written record showing buyer/seller details, vehicle description, VIN, price, date, and both signatures
- Odometer Disclosure: Required by federal law on the title for vehicles under 20 years old and under 16,000 lbs GVWR
- Emissions Report: In Front Range counties, provide the most recent passing emissions test report

How to Fill Out a Colorado Vehicle Bill of Sale

Identify the Seller
Write the seller's full legal name exactly as it appears on the Colorado vehicle title. Include their complete mailing address and phone number. When the title lists co-owners joined by "and," both must sign; if joined by "or," either owner can complete the sale alone.
Identify the Buyer
Record the buyer's full legal name as it should read on the new title, along with their Colorado address and contact information. The buyer's county of residence determines the local sales tax rate and whether an emissions test is required.
Detail the Vehicle
Provide the year, make, model, body style, and color. Copy the 17-character VIN directly from the vehicle's dashboard plate or driver's side door jamb and cross-check it against the title. A single digit mismatch will stall the transfer at the county office. Note the license plate number if the vehicle is currently registered.
Disclose the Odometer Reading
Record the exact mileage shown on the odometer at the time of sale and indicate whether the reading is accurate, has rolled over, or does not reflect actual mileage. This is mandated by federal NHTSA regulations. Vehicles 20 model years or older and those exceeding 16,000 lbs GVWR are exempt from this requirement.
Agree on the Sale Price
Document the agreed purchase price in both numeric and written form. Colorado's county clerk will calculate sales tax based on this figure or the vehicle's fair market value, whichever is greater. For gift transfers, write "$0 — Gift" and note that sales tax may still apply on fair market value unless the transfer qualifies for a family exemption.
Sign, Date, and Print Copies
Both parties should sign and date the bill of sale. Print at least two copies — one for each party. Colorado does not require notarization of the bill of sale or the title assignment. Take the signed documents to your county clerk and recorder's office promptly to avoid late registration fees.
