What Is a Move-In/Move-Out Inspection Checklist?

A move-in/move-out inspection checklist is a detailed document used to record the condition of a rental property at the beginning and end of a tenancy. This form provides a room-by-room inventory of the property's condition, noting the state of walls, floors, ceilings, doors, windows, appliances, fixtures, and all other elements of the property. Both the landlord and tenant review and sign the checklist, creating a mutual record that serves as the baseline for evaluating any changes during the tenancy.

The primary purpose of this checklist is to protect the security deposit. When a tenant moves out, the landlord uses the move-in checklist as a reference to determine whether any damage occurred during the tenancy. If the move-out condition matches the move-in condition (accounting for normal wear and tear), the full deposit should be returned. If damage beyond normal wear and tear is documented, the landlord can make appropriate deductions. Without a signed move-in checklist, disputes about pre-existing conditions become very difficult to resolve.

The checklist should be supplemented with timestamped photographs and video of every room, taken at both move-in and move-out. Photos provide objective visual evidence that is far more compelling than written descriptions alone. Many landlord-tenant disputes are resolved quickly when clear before-and-after photos are available. Both parties should keep copies of the signed checklist and all photos.

Some states legally require landlords to provide a move-in checklist and conduct an inspection with the tenant. Even in states where it is not mandatory, using a detailed checklist is considered a best practice by property management professionals and is strongly recommended by legal aid organizations. The small investment of time at move-in can prevent expensive disputes and litigation at move-out.

How to Complete the Inspection Checklist

Follow these steps for a thorough property inspection that protects both landlord and tenant interests.

Schedule the Walkthrough

Arrange a time when both the landlord and tenant can be present. The ideal time is on the move-in date before any belongings are brought in, or on the move-out date after all belongings have been removed. Allow at least 30-60 minutes for a thorough inspection of every room. Have the checklist form, a pen, and a camera or smartphone ready. If a joint walkthrough is not possible, the tenant should complete the checklist independently and provide a signed copy to the landlord within 24-48 hours.

Inspect Room by Room

Go through each room systematically, starting at the front entrance and moving through every space. In each room, inspect the ceiling (stains, cracks, peeling paint), walls (holes, marks, nail holes, paint condition), floors (carpet stains, scratches on hardwood, cracked tile), windows (glass condition, lock function, screen condition, blinds), doors (hinges, locks, finish), and all fixtures and outlets. Open all cabinets, drawers, and closets. Test all appliances, faucets, lights, and outlets.

Document Everything in Detail

For each item, note its current condition using descriptive terms: "Good," "Fair," "Poor," or specific descriptions like "two small nail holes above window," "quarter-sized stain on carpet near closet," or "scratch on hardwood floor, 6 inches long." Be specific about location, size, and severity. If an item is in perfect condition, note that too. The more detail you include, the more useful the checklist will be at move-out.

Take Photos and Video

Photograph every room from multiple angles — at minimum, one photo of each wall, the floor, and the ceiling. Take close-up photos of any existing damage, stains, scratches, or imperfections. Record a video walkthrough narrating the condition as you go. Ensure all photos and videos are timestamped. Email them to yourself immediately for an independent timestamp record. Store them in cloud storage for long-term access. Both landlord and tenant should keep copies of all photos.

Test All Systems and Appliances

Test every operational item in the property: all light switches, electrical outlets, smoke detectors, carbon monoxide detectors, stove/oven, refrigerator, dishwasher, garbage disposal, washer/dryer, HVAC system (both heating and cooling), hot water, all faucets, all toilets, garage door opener, doorbell, and any other equipment. Note any items that do not work properly. This is important not only for the checklist but also for ensuring the landlord addresses maintenance issues before move-in.

Check Exterior and Common Areas

Do not forget to inspect exterior areas: front and back yards, patio or balcony, parking area, garage, storage units, fencing, mailbox, exterior doors, and landscaping. Note the condition of any outdoor items provided by the landlord (e.g., grill, furniture, sprinkler system). If the rental is in a multi-unit building, document the condition of the tenant's assigned spaces including parking, storage, and mailbox.

Both Parties Review and Sign

After completing the inspection, both the landlord and tenant should review the entire checklist together, discuss any items where they disagree, and resolve differences before signing. Both parties sign and date the completed checklist. Make two copies — one for the landlord and one for the tenant. Keep the signed checklist with your lease agreement and other tenancy documents. This mutual agreement on condition is the strongest possible evidence in any future deposit dispute.

Repeat at Move-Out

When the tenant vacates, complete the move-out column using the same checklist form. Compare each item to its move-in condition. Note any changes, improvements, or deterioration. Both parties should be present for the move-out inspection if possible. This side-by-side comparison is the basis for determining whether any security deposit deductions are warranted. Any damage beyond normal wear and tear that was not documented at move-in is attributable to the tenant's tenancy.
