During the first year of a tenancy, a landlord may terminate a month-to-month tenancy with 30 days written notice without cause. After the first year, the landlord must have a qualifying reason under ORS 90.427, divided into "for-cause" reasons (non-payment, lease violation, criminal activity) and "qualifying landlord reasons" (owner move-in, sale, renovation, demolition). For qualifying landlord reasons, the landlord must provide 90 days notice and pay one month's rent as relocation assistance.
Oregon's rent control (ORS 90.323) caps annual increases at 7% plus the local consumer price index. Properties less than 15 years old are exempt. ORS 90.300 governs security deposits. The landlord must return the deposit or provide an itemized accounting within 31 days after the tenant vacates. Permissible deductions include unpaid rent and damages beyond normal wear and tear. If the landlord fails to comply, the tenant may recover up to twice the amount wrongfully withheld. Oregon does not impose a statutory cap on security deposits, but they must be "reasonable."
The landlord must provide the tenant with a written statement of the condition of the premises at the beginning of the tenancy if collecting a security deposit.
