Florida ATV Bill of Sale Overview

Florida requires ATVs to be titled through the FLHSMV (Florida Highway Safety and Motor Vehicles) but does not require registration for ATVs used exclusively off-road. Florida ATV Registration & Titling Requirements

Florida requires ATVs to be titled through FLHSMV. A bill of sale is required when purchasing privately to transfer the title and pay applicable sales tax. ATVs used only off-road do not need to be registered. However, if you plan to operate on roads (in municipalities that allow it), on-road registration and insurance are required. Title transfer should be completed within 30 days.

All ATV operators under 16 must possess a valid ATV safety certificate from an approved course. Children under 6 may not ride as passengers. Helmets are not required by state law for adults but are strongly recommended. Eye protection is required. ATVs must have working brakes and a muffler.
