Florida requires ATVs to be titled through FLHSMV. A bill of sale is required when purchasing privately to transfer the title and pay applicable sales tax. ATVs used only off-road do not need to be registered. However, if you plan to operate on roads (in municipalities that allow it), on-road registration and insurance are required.
